Empire State Development (ESD) is an economic development agency based in New York City, New York. Established in 1995, the agency works to promote business investment and growth that leads to job creation & prosperous communities across New York. It is the umbrella organization for the New York State Urban Development Corporation and the Job Development Authority. The agency is governed by the board of directors.Empire State Development's investment portfolio is valued at over $19.33 billion, with investments in fixed income, private equity, and cash.
