Established in 1988, the firm provides real estate, water plant management, power plant construction and road construction services. Approved by the provincial government, the firm has been reformed to a state-owned limited liability company, and becomes an investment and financing platform, an infrastructure construction platform as well as a financial service platform for Hebei Provincial Government to aggregate, finance and guide social capitals and financial capitals, as well as to support the economic development of Hebei Province. The assets of the firm are managed by the board members.
