He is the Chairman of HALO Maritime Defense Syste Admiral Cohen was the 20th Chief of Naval Research from 2000 to 2007, commanding the Office of Naval Research and managing the Navy and Marine Corp's science and technology programmes, with an annual budget of $3 Billion, from basic research through to manufacturing technologies. A native New Yorker, Admiral Cohen received his commission as an Ensign upon graduation from the United States Naval Academy in 1968, where he was a Trident Scholar. He also studied at the Massachusetts Institute of Technology and Woods Hole Oceanographic Institution under the Navy's Burke Scholarship Program where he received a joint Ocean Engineering degree and Master of Science in Marine Engineering and Naval Architecture from MIT. Following Nuclear Power Training, Admiral Cohen commenced a successful career as commanding officer of numerous nuclear submarines including the USS Hyman G. Rickover (SSN-709).
