Nonimmigrants must be eligible for WB, B-1, F-1 OPT or J-1 (without 2-year restriction). The Visa Waiver Program (VWP) operated by the U.S. Department of State enables nationals of certain countries to travel to the United States of America for business (WB) for stays of 90 days or less without obtaining a visa.
VWP eligible travelers may apply for a B-1 Business Visitor visa, if they want to participate in the incubator track (6 months to 1 year). Not all countries participate in the VWP, and not all travelers from VWP countries are eligible to use the program.
